      Description

      Hi there,

      Since the latest Windows 10 update, you can make symlinks without Administrator priviledge. However, somehow, Erlang disagrees:

      C:\code\talkjs\backend> mklink hello mix.exs
      symbolic link created for hello <<===>> mix.exs
      
      C:\code\talkjs\backend> erl
      Eshell V9.0  (abort with ^G)
      1> file:make_symlink("mix.exs", "hello2").
      {error,eperm}
      

      I found https://bugs.erlang.org/browse/ERL-85 but AFAICT that's not the same bug: Cygwin indeed has a trick to allow symlinks without making real system symlinks. The above code is copied from a plain old (non-administrator) command line.
